A master-planned community straddling the Duval and St. Johns county line, opened in 2007 and one of the fastest-selling in the country for most of the last decade. Tens of thousands of residents across villages that are still being added to, so the housing stock runs from about fifteen years old down to houses handed over last month, almost all of it on post-tensioned or conventional slab.

The Nocatee problem

A new concrete slab is wet, and almost nobody knows it. Concrete needs a fraction of its mix water to hydrate and the rest has to leave, which it does through the top surface at a rate that falls off slowly over months and does not finish in a year — a four-inch slab poured in spring is still giving up measurable moisture the following spring. Flooring trades know this and test for it before they glue anything down. Rug owners never hear about it, because the rug goes down the week the family moves in. Over a slab that is still drying, a wool rug is the only vapour-retardant thing in the room, so the moisture coming up concentrates under it instead of dispersing across the floor, and the underside of the rug sits at a relative humidity far above the room's for as long as the slab is releasing. Two consequences follow, and both of them confuse people in a two-year-old house. The back of the rug is damp when the top is dry, and it smells faintly of a cellar in a building with no cellar in it. And any rug pad with a solid film in it traps that vapour completely, which turns a slow problem into a fast one. The rug can be washed and dried properly, but it goes back on a breathable pad, and it gets lifted and turned rather than left in one spot for the first few years.
